ONE hundred first-time voters trooped to the local Commission on Elections (Comelec) office in Dumaguete City Tuesday for the first day of the yearlong voters registration.

Carmencita Cañares of the Comelec office in the city said they expect 6,000 to 7,000 new voters to register in Dumaguete City. The list-up is intended for the 2010 synchronized local and national elections.

Cañares said the number of new registrants increases by 10 percent every three-year period. There were 76,000 voters who registered in the last barangay elections in 2007.

She added at least 11,000 registered voters were deleted from the list for failure to vote in two consecutive elections.

Negros Oriental Election Supervisor Eddie Aba said the continuing voters’ registration will run nationwide except in the Autonomous Region in Muslim Mindanao (Armm). The list-up started Tuesday and ends on December 15, 2009.

Quoting Comelec Resolution 8514 promulgated November 12, 2008, Aba said the Comelec en banc ruled to adopt the use of biometrics technology for the purpose of “establishing a clean, complete, permanent and updated list of voters.”

The Comelec official assured, however, that Negros Oriental has already adopted the biometrics technology even during the previous elections.

Dumaguete City became the pilot area of Comelec’s biometrics technology in computerizing the records of all registered voters.

Aba reminded those who failed to vote in the two previous elections to register again in the continuing voters’ registration. Those who voted in the 2007 Sangguniang Kabataan (SK) elections are also advised to register again.

Aba said that those who will turn 18 years old on May 10, 2010 are only qualified to register starting May 12, 2009 until December 15, 2009.

“Applications for registration, transfer of registration records, reactivation and changes/corrections of entries in the registration records/inclusion of registration records/reinstatement of name in the list of voters shall be personally filed beginning December 2, 2008 to December 15, 2009 at the Office of the Election Officer (OEO) of the city/municipality where the applicant resides from Monday to Friday, during regular office hours at 8 a.m. to 5 p.m.,” Aba said quoting the Comelec en banc resolution.

Comelec offices nationwide are open daily on weekdays except Saturdays, Sundays, and holidays, Aba added.

First-time voters will be required to present valid identification cards such as employee’s ID, postal ID, Students ID, Senior Citizen’s ID, Drivers License, NBI/PNP clearance, Passport, SSS/GSIS ID, IBP ID and PRC license.
